Responsibilities of the University Quality Commission
(1) To establish the internal and external quality assurance system of the institution related to the evaluation and improvement of the quality of educational, research activities, and administrative services in line with the university's strategic plan and objectives, to identify institutional indicators, and to carry out the works to be conducted within this scope in accordance with the procedures and principles determined by the Higher Education Quality Board and to submit these works for Senate approval,
(2) To carry out internal evaluation studies and to prepare the annual institutional evaluation report containing the results of institutional evaluation and quality improvement studies and to present it to the Senate, to announce the approved annual institutional evaluation report to the public on the university's website,
(3) To make the necessary preparations during the external evaluation process, to provide all kinds of support to the Higher Education Quality Board and external evaluation institutions,
(4) To periodically prepare and implement its own annual internal evaluation report, work calendar for the next calendar year, and improvement action plans by taking into account the results of periodic reviews until the beginning of the next calendar year,
(5) To develop forms, scales, tables, etc. and to determine standards to ensure the standard at the university level in their studies and reports,
(6) To carry out improvement studies related to areas identified in internal and external evaluation reports that require improvement.
Responsibilities of the Quality Coordination
a) To develop a quality culture at the university,
b) To ensure coordination regarding the quality assurance system between the university's academic and administrative units.
c) To ensure the establishment of unit quality commissions and to monitor the activities of these commissions,
ç) To identify, monitor, and carry out improvement studies on existing work processes,
d) To carry out the necessary processes for the establishment of the internal and external quality assurance system, to determine the system's performance and improvement needs, to implement and maintain it,
e) To prepare, monitor, and update the Internal Control Compliance Action Plan.
f) On behalf of the Administrative Risk Coordinator, to create policies and procedures related to the development of the university's risk management and to carry out the related business and processes,
g) To identify and plan the training, meetings, workshops, etc. needs related to strategic management, quality, and internal control system for quality representatives, process owners, and employees,
ğ) To preside over meetings and other activities to be held with Unit Quality Responsible persons regarding quality processes,
h) To contribute to activities such as surveys, data collection, analysis, mission determination, and the establishment of institutional and individual goals related to strategic planning studies,
ı) In coordination with the Strategy Development Department, to periodically monitor and report the measurable goals and performance indicators determined by the university and academic units,
i) To monitor the expectations and feedback of internal and external stakeholders, to carry out the evaluation, design, implementation, and reporting activities of academic staff, administrative staff, student, and graduate satisfaction surveys,
j) To take the necessary measures for internal and external audits,
k) To perform other duties assigned by the Rectorate.
Responsibilities of the Quality Subcommittees
(1) Responsibilities of the Education and Teaching Quality Subcommittee;
a) To follow up on the practices related to educational activities in the university's academic units and to monitor the results of these practices,
b) To participate in internal evaluation, environmental evaluation, and institutional evaluation studies in the field of education and teaching under the guidance of the University Quality Commission,
c) To conduct evaluation studies related to the educational objectives and outcomes of the programs,
ç) To carry out student-centered learning, teaching, and evaluation studies,
d) To conduct studies related to student admission and development, recognition, and certification processes,
e) To carry out studies related to the adequacy of the educational staff in effectively conducting the university's educational process and achieving the objectives of education and teaching,
f) To investigate the adequacy and suitability of the learning environment (classroom, computer lab, library, meeting room, workshop, clinic, laboratory, application areas, exhibition areas, individual study areas, etc.) that will increase the university's educational effectiveness,
g) To ensure the participation of internal stakeholders (students and staff) and external stakeholders (employers, business world, representatives of professional organizations, alumni, etc.) in the process and to conduct the review and evaluation of programs annually and to make plans for updates or improvements,
ğ) To ensure the determination of measurable quality-related goals of academic units, the determination of performance indicators related to these goals, and their periodic review,
h) To carry out studies related to students' quality and performance, including educational and teaching processes, course programs and loads, effectiveness of educational programs, student participation, and satisfaction,
ı) To carry out improvement studies related to areas identified in internal and external evaluation reports that require improvement regarding education and teaching.
(2) Responsibilities of the Research and Development Quality Subcommittee;
a) To conduct studies related to the university's research strategies, objectives, and ways to achieve these objectives,
b) To conduct studies on the identification, use, and sustainability of research resources in line with the university's physical and technical infrastructure,
c) To conduct studies on the competence, development, and sustainability of the university's research staff,
ç) To conduct studies on monitoring and improving the university's research performance,
d) To conduct studies aimed at promoting research and development activities that can generate value and be transformed into social benefit,
e) To measure, evaluate, and publish research and development activities based on data and periodically,
f) To carry out improvement studies related to areas identified in internal and external evaluation reports that require improvement regarding research and development.
(3) Responsibilities of the Leadership, Governance, and Quality Subcommittee;
a) To conduct studies related to the university's risk assessment and internal control system,
b) To conduct studies on governance and organizational processes and activities in line with the university's efforts to achieve its mission and objectives,
c) To conduct evaluation studies related to the structuring of the university's management and administrative units,
ç) To conduct evaluation studies related to the university's human resources and human resources management,
d) To conduct studies on the effective, economical, and efficient use of the university's financial resources and movable and immovable resources for educational, teaching, research activities, and administrative services,
e) To conduct studies related to the participation and satisfaction of administrative staff in institutional activities,
f) To design, monitor, and improve the processes related to the university's information management system by evaluating their effectiveness,
g) To determine the characteristics of the institutional quality assurance system within the scope of management effectiveness and accountability, to measure its efficiency, and to carry out improvement studies,
ğ) To design the processes for informing the university's internal and external stakeholders,
h) To carry out improvement studies related to areas identified in internal and external evaluation reports that require improvement regarding the management system.
(4) Responsibilities of the Social Contribution Quality Subcommittee;
a) To determine the social contribution policy compatible with the university's strategic plan and quality policy,
b) To participate in internal and external evaluation studies in the field of social contribution under the guidance of the Quality Commission,
c) To carry out the university's social contribution activities in a manner compatible with local, regional, and national development goals in line with its strategies and objectives,
d) To periodically monitor the activities carried out by the university in line with its social contribution strategy and objectives and to carry out continuous improvement activities,
e) To directly contribute to the effective use of the necessary physical, technical, and financial resources of appropriate quality and quantity for the university to carry out its social contribution activities.
f) To carry out improvement studies related to areas identified in internal and external evaluation reports that require improvement regarding the management system.
